I would presume rather the >Starfleet< hierarchy:  ensign, lieutenant,
lieutenant commander, commander, captain, commodore, admiral.  Starfleet
doesn't make distinctions as fine as USN or RN.

The Empire might not even have a rank corresponding to LCDR.
