Not necessarily. Suppose each suffix were a single glyph. Perhaps -luH
and -la' are formed by modifying each suffix in some way, maybe even to
resemble the other. Or maybe there's a special "Type 5 slang suffix"
glyph which can be pronounced either -luH or -la' as the reader prefers.
We really can't discount any possibility based on the little we know or
can infer.
