Based on the S21 example, I do not think that says what you want it  
to.  I interpret {vIngIl} "I dare it" to mean that *I* have the  
courage, conviction, or foolhardiness to do something.  I can't see  
it working for enticing or challenging someone else to act.   
{SuHIvchuq 'e' vIngIl} seems like trying to say "Let's you and him  
fight."

I suggest {X 'e' yIngIl} instead.
