I think qa'vaj is right; it is {DIvI' yoq} "Federation humanoid". Gowron
is contrasting offworlders with Klingons, i.e. aliens {nov} with normal
(i.e. Klingon) people {ghot/nuv}, so {yoq} is just a variant here to {nov}
which, as you pointed out, he uses more than once in this speech. Also
notice that "young human" is also used in apposition to "you", just like
{DIvI' yoq}.
