I, for one, certainly hope that, ultimately, the pIqaD does NOT have
all sorts of anomalies, wierd spellings, and non-phonetic symbols.  Isn't
tlhIngan Hol already tough enough to learn?  Learning to actually read Klingon
in pIqaD is going to be a *huge* task, even if it *is* made one-for-one with
the phonetics we already have.  I suspect that those who want it to have
all sorts of anomalies have no intention of actually learning to read it
fluently, but I see little point in having a written language that nobody
can actually use, other than to point at and say 'oh, that's nice.'

The obvious counter-argument is that terran languages have a strong proclivity
towards these kinds of anomalies, often for historic reasons.  So what?
Klingon is NOT a terran language and should NOT be forced to behave like one.
If, as Mark points out, the pIqaD itself may change with a change in Emperor,
then it seems entirely reasonable to me that we could have an emperor who
would value simplicity and logic in a pIqaD and would impose a one-for-one
pIqaD on the empire.

The language that we have from Okrand contains enough irregular stuff to
keep it honest, but on the whole is delightfully free of a lot of the
baroque baggage we find in a lot of terran languages.  My guess would be
that if he were to do up a pIqaD, it would come out similarly.
