Sounds like {poH'e'} is the object of speaking. "A true fighter knows
the time which does not need to be spoken."
So how about one more beat-the-line-to-death attempt:
jatlhbe'choHmeH poH lugh 'e' Sov SuvwI'na'
"A true soldier knows the right time to stop speaking." The "for" is, of
course, a purpose marker. "For the purpose of changing to the state that he
does not speak, a true soldier knows the right time."
