Well, there are certain mistakes, I couldn't make head or tail of it
either.

First part's okay, but there's some problem with {yItay'eghquonchugh}. To
begin with, the "willing" suffix is {-qong}, not {-quong}. You're
consistent with this typo. Now, {tay} means "be civilized", and is plainly
an intransitive verb (or at least, used intransitively). How then can it
take the "oneself" suffix? You might mean "civilize yourself", but that
would be {yItay'eghmoH}. So {yItayqongchugh} should replace
{*yItay'eghquongchugh}. And why the imperative on the "if" clause? You're
not commanding anything there. For that matter, you're not commanding
anything at all in the sentence. You're *stating* "you will need to learn
Klingon if you are willing to be civilized and don't want to be dull". So
you really should say so: {tlhIngan Hol DaghojnISqu' bItayqongchugh ...}

{je} is not, as you say, the phrase conjuction. It's the noun conjunction.
The phrase conjuction is {'ej}. Moreover, {je} comes after the nouns being
conjoined. {*quetlhghach} should, of course, be {qetlhghach}. Again,
what's the {-'egh} doing there? You're specifically supplying an object,
why are you saying {yIneHbe''eghchugh}? That means "if you don't want
yourself"! You mean {yIneHbe'chugh}, or actually {DaneHbe'chugh}, since
this isn't a command
Still, your phrasing isn't quite saying what you wanted. This last phrase
says, "... and if you don't want boredom", as opposed to "... and if you
don't want to be dull", an altogether different affair. I'd have said {...
'ej bIqetlh 'e' DaneHbe'chugh}. Much better. Thus: {tlhIngan Hol
DaghojnISqu' bItayqongchugh 'ej bIqetlh 'e' DaneHbe'chugh}.
