Try this:
bIQtIq rur jIbwIjDaq vIHtaHbogh Hovmey'e'
Since rivers are normally flowing I don't think a Klingon would see it
necessary to mention it. Or drop the final vIH from your original version.
If you wanted to, you could insert vIHtaHbogh before bIQtIq, but it would
become repetitious.
In any case, in your sentence the river is the subject: 'A flowing river
[granting vIH as an adjective for the sake of argument] is like the stars that
are moving in my hair.' If you want the stars to be the subject they have to
follow the verb. OVS strikes again!
