I understand why you might think that your second example is legitimate
tlhIngan Hol. However you're thinking along the lines of Esperanto, in
which both of these kinds of constructions can occur.

I'm not quite sure about this for tlh.Hol, tho. Esperanto consists mainly
of root words that tack on grammar-code affixes to indicate their function
in a sentence (noun, verb, adjective, or adverb). Hol has no such indicators,
each word is defined specifically as a noun, verb, or one of the chuvmey.
Plus, Hol appears to have no adjectives as such as we think of them.

In Esp., it's possible to say either "Viro sanas" or "Viro estas sana".
Altho the only possible translation for this in Hol would seem to be
simply {pIv loD} and not *{pIv ghaH loD'e'}.
