A program appeared on the net which converts time-of-day into English
or other languages. For example, 12:40 is "Twelve Forty." I want to
provide support for Klingon, but also want to give a somewhat
"authoritative" answer. Here's what I have. My thanks to Krankor,
Larry Oshins, and Kevin Iga for their inputs.
Since we're talking about terran time, we use terran units (24 hour
day beginning at midnight), but say it in Klingon. I am convinced
that the use of AM and PM is so foreign to Klingon that all time is
expressed in a continuous-hour clock (like military time).
Numbers are:

Examples:
The program has several different modes (use before or not and round
to nearest five minutes), so I give the English and the thlIngan.
