Kevin Iga correctly identified why I, at least, have never responded
previously about time.  However, there is one little 'trick' that makes
it all just a *bit* simpler:

Yes, there's no reason to presume that Klingons have a 24 hour clock or
anything. This means that you will certainly have some learning to do
if you visit the Klingon home world. But *as long as you are talking about
time on earth, it is perfectly reasonable to be using earth time* {{;-D

This is actually completely reasonable. Suppose you *were* on the Klingon
home world, speaking English with a Klingon who was studying it, or even
speaking English with other Earthers. You'd *still* need to talk about time
in terms of the local system; it wouldn't make sense to talk about it
being 12 o'clock if they locally had a decimal based time system, for
instance. If local time was "hour 44.5", you might say "forty-four point
five" instead of "loS maH loS DoD vagh", but your basic reference would
have to be in terms of the local system.  So tera'Daq tlhInganpu' would
have to use earth time, even if they had to stretch tlhIngan Hol a bit
to do it.
