quick phonetic question

A quick phonetic question:

Is "Q" a uvular fricative or a uvular affricate? The description of
the sound in _TKD_ ("a blend of Klingon 'H' and 'q'") makes it
sound like the former, but Okrand's pronounciation on _CK_ sounds more
like the latter.

I used to prounounce it as a fricative, but since listening to the
tape have been moving towards an affricate. QIch lugh vIlo' vIneHmeH,
pabpo'pu' vuDmey vIQoy vIneH.
