No, not at all. "111 mark 14" reflects a three-dimensional heading.
It means 111 degrees east of Galactic North (an arbitrary direction),
and 14 degrees up from the galactic plane. The numbers are azimuth
and altitude respectively. This was established way back in >The Making
Of Star Trek<.

In the nature of things, this cannot have an absolute meaning; course
111 mark 14 takes you along a given direction, and the destination can be
known only if the origin is known. But in fact I suppose that on one
occasion someone ordered some ship on this heading: who, what, and whither
(and whence), I don't remember.
