naDev as an object

There is some question as to whether naDev can be used as an object
such as in {naDev vISovbe'}. Well, the opinion may be similarly 
divided on which of these is correct:
{naDev jIpaw} / {naDev vIpaw}
Section 3.3.5, pg.28, second paragraph states that "verbs whose 
meanings include locative notions... (blah blah) the locative
suffix need not be used on nouns which are the _*OBJECTS*_ of
such verbs." (emphasis added). This means that paw, "arrive,"
can have an object, (in English, this would simply require
using "at" on a prepositional object), so that with a phrase
like {laSvarghDaq jIpaw}, the -Daq is redundant, and so the
syntactic marker becomes an object: {laSvargh vIpaw}. Same thing
with naDev, as far as I'm concerned. Or pa', or Dat.
