pa'Daq ghaH 'Iv'e'? is correct. 'Iv *feels* like it ought to be a prounoun,
but it technically isn't, it is defined, like nuq, as substituting in the place
where the known noun would go. The "as for the whoever," translation is not
at *all* literal, it's just to give you another way of thinking it.  Kevin's
other constructions certainly work, but there's nothing wrong with 'Iv'e'.

Page 69, at the top: "For 'Iv... the question word fits into the sentence in
the position that would be occupied by the answer."  The answer would be
something like: pa'Daq ghaH HoD'e', so clearly the question is pa'Daq ghaH 'Iv'
e'.
