Okay. I've gotten a reply from Dr. Schoen already. I'm going to wait
a couple days to see if David Sturm replies and then comment again.

Thank you for your insightful comments and questions regarding the KLI.
Your remarks on the advantages of a hard copy journal echo my own thoughts
on the subject. Further, I suspect it will reach more people (and possibly
therebye bring more people into the net that aren't even aware of its
existence!), and allow ongoing access as new people become interested in
the topic.
The charter of the KLI that David Sturm posted was a first draft attempt.
Indeed, you probably saw it before I did. It is NOT an official document
of the KLI, it is only a draft. I've asked David to follow up his posting
with remarks indicating this. However, as a first attempt, it's a good
piece of work. David seems to have thrown in every semi-relevant idea he
could conceive of. And yet, as you point out, the KLI is not (and in all
likelihood WILL not) be in a position to pursue all of the objectives he
suggests.
Indeed, the main purpose at this point is the journal, to provide an edited
and permanent forum for the discussion of the language and matters
linguistic. The KLI may also serve some other purposes though. It
provides a parent organization that, as it grows, may evolve other
functions. While still quite a ways off, the KLI could conceiveably become
involved in a general meeting of some kind. Further, it provides a
reference/contact point for interested members of other Klingon Fan groups
(e.g., KAG).
While at present time I can't see what other use funds will be put to beyond
the production of the journal, I can see the possibility of it. It also
seems likely that, as we grow, the KLI will have various products that
would be of interest to its membership (e.g., my laser fonts). My revision
of the charter includes subscription prices for the journal, both to the
general public, institutions of learning, and a reduced price for members
of KLI -- a $10 credit toward the $12 (individual, domestic mail) cost of a
subscription. Thus, for now, membership and a journal subscription are all
but the same. I assume that any other goods that are sold through KLI will
also be made available at a reduce rate to members. It's not much, but
it's a start.
Further, I agree with your comments regarding officers. I believe David
modeled that section of the document from the charter of a much larger and
more active organization. At this point I see no need for such a large
bureaucracy, and should the need arise it can easily be dealt with then.
However, let me clear on one point, the journal is NOT an apa. I've been
in apas, I've run apas, this is something different. It is my very strong
intention to run the journal as a professional, academic publication. And
I do intend to edit. Submission of articles does not mean acceptance of
articles. Publication of articles will not be for ego gratification but
because the articles have merit and content.
I know this barely begins to respond to some of your concerns (like what
will the KLI actually _do_ besides publish the journal). Alas, I'm going
to stop here. Partly because of space, and partly because a complete
answer is not yet available. Still, I think we're all moving along in the
right direction. I would welcome your subscription to the journal whether
or not you choose to join the KLI, and I further encourage you to submit a
paper for consideration.
