This looks vaguely real...  the part about "changing the charter by a 5/7
vote of the Council" looks suspicious, but I assume as long as you don't
sign anything, you should be fine...

Part 1.0  Reason for Charter

In an E-conversation with Dr. Lawrence Schoen, it became apparent that the
Internet system provided a wonderful opportunity for Terrans interested in
the Klingon language to organize an realtime legit association of people
dedicated to the various aspects of this language.  As he said to me, "...
I'm trying to organize all the would-be Klingon linguists I can find, and
get us into a more cohesive group and possibly (just possibly) eliminate
wasted and duplicated efforts."  This seemed logical to me (at least my
Vulcan side ;-), and thus I suggested we charter a Klingon Language
Institute to coordinate the various efforts in fandom and in serious
linguistics to encourage and promote the study of the Klingon language.

Part 1.1  Preliminary Charter

Article I.  Name

The name of this organization shall be "The Klingon Language Institute" (KLI),
a not-for-profit educational assembly.

Article II.  Objectives

The purposes of the KLI shall be:
**the advancement, study, and diffusion of knowledge of the Klingon
  language and the encouragement of interest in it among academic, fandom,
  and general communities;
**the networking of Klingon organizations in the Star Trek community;
**the translation of materials into Klingon;
**the establishment of E-mail courses in Klingon;
**the recording of materials into Klingon;
**the establishment of transmission codes and software to handle Klingon
  writing and language;
**the maintenance of a Klingon database for the purpose of building an
  unabridged version of a Klingon dictionary;
**the development of a body of speculative reasoning behind Klingon uses
  of language, and theories of origin;
**the study of physiological aspects of the Klingon language including the
  structures of the skull and larynx;
**the development of a conventional-wisdom approach to things Klingon.
**the creation of a means for Dr. Marc Okrand to expand on his work for his
  own enjoyment and for the entertainment of the members of KLI;
**and the enjoyment of one of Gene Roddenberry's most interesting creations.

Article III.  Membership

General membership in the KLI shall be open to all individuals interested
in the Klingon language.  Membership shall be achieved by registering with
the Executive Secretary by the designated manner.

Article IV.  Officers

A)  The elective officers of the KLI shall be the Chair, Vice-Chair, and
4 Representatives.

B)  A Chair-Elect shall be elected in October of each even year to serve as
the Chair of the next 2 calendar years.

C)  A Vice-Chair-Elect shall be elected in November of each even year to
serve as the Vice-Chair of the next 2 calendar years.

D)  4 Representatives representing 4 Regions constituted by the Bylaws
shall be elected in December of each even year to serve the next 2
calendar years.

E)  Together, the Chair, immediate past Chair, Vice-Chair, and 4
Representatives shall serve as the Institute's Council.

Article V.  Council

The Council shall meet twice annually by E-link or in person, or a
combination of the two.  The Council shall appoint an Executive Secretary,
Executive Treasurer, and other staff as is needed.  The Council shall also
fill the position of Journal Editor of HolQeD should the need ever arise.
A member of the Council may fill any of these positions with the approval
of 5 of the 7 members of the Council.

Article VI.  General Meetings

Within reason, biennial meetings of the general membership of the KLI are
to be held in an accessible location and at a reasonable time.  These should
be held in odd years.

Article VII.  Dues

Dues of $10 annually shall be collected by the Executive Secretary and
deposited into the KLI general fund.  The Chair is authorized to waive
this fee for a member upon the approval of a petition by the member
stating the reason the exemption is requested.  

Article VIII.  Journal

A)  The official journal of the KLI shall be called "HolQeD" [Linguistics].

B)  Dr. Lawrence Schoen shall serve as Journal Editor until such time as
he wishes not to.

C)  Yearly subscriptions will be available at a price set such to cover the
expenses related with the publication of the journal.

Article IX.  Amendments

This charter may be amended by a 5/7 majority of the Council, or a 67% approval
of the active membership.

Article X.

Both the Klingon and Anglish versions of this charter shall be held equivalent
and equal in interpretation.

Part 2.0  Journal of the Klingon Language Institute

Lawrence Schoen, a psycholinguistics professor, has agreed to serve as
the editor of HolQeD.  He'd like to start this by bringing together all
known (or as much as we can lay our hands on) Klingon terms, the sources
for these terms, and so forth.  He is soliciting articles for the first
(read PREMIERE!) issue of the journal, so by all means jump right in with
your ideas.  .In addition to articles, he's looking for regulars' columns
as well.  And for that matter, he feels some relevant artwork for a cover
would be nice.  He has a MANDEL (TOS-style piqaD) typeface already
available, and work is proceeding nicely on the OKUDA (TNG-style piqaD)
typeface, should you wish to have particular items written in
proper orthography:-).  Submissions can be sent over the net, or via surface
mail.  The Empire smiles upon submissions on 400K or 800K (3.5") Macintosh
(meq'intaS) or 720K (3.5") MS-DOS formatted disks in MS Word, WordPerfect,
MacWrite and WriteNow, or as unformatted ASCII text files.  All submissions
should in some manner deal with or make reference to Klingon language.

Part 2.1  Schedule of Publication

I'm sure we'll see HolQeD in print before winter is over.  Dr. Schoen is
obtaining Library of Congress identification--this will be a legit journal!
The more material the journal has to work from--the sooner it will be out!

We are of the understanding that there are several pro-Klingon fan groups
around (e.g., Klingon Defense Group, Klingon Assault Group) which might
have interested members or useful information.  If you are affiliated
with either of these, perhaps an informative letter to us could bring us
more support/interest.  It is our intent not to replace any existing
organization--merely to provide a framework under which we can share
information, and prevent duplication--in essence exactly as is done
in the various scientific societies for chemistry, physics, linguistics,
geology, and so on.  

Part 4.0  The Future

request to the Executive Secretary.
