I found out about this after answering a request for a Klingon translation on
rec.arts.startrek.fandom.  Mr. Sturm says he has tried and failed to get a
subscription requst through to tlhIngan-Hol-request; I urged him to try again.

\Thanks for the information.  The "Klingon Language Institute" is under
\way for formation.  Dr. Lawrence Schoen, a psycholinguistics professor
\at Lake Forest College is agreeing to serve as the editor of KLI's
\hard journal, "HolQeD" [Linguistics] which will premiere soon.  
\
\I'll serve as organization secretary to coordinate preliminary affairs until
\the Institute's business settles down.  A CFM will soon be posted across
\rec.arts.startrek.* and rec.arts.sf.*.  Since the journal HolQeD will not
\be an electronic one--a real paper one--it should be much fun.
\
\We hope that the KLI will serve as an umbrella organization for the efforts
\of [this mailing list], The Klingon Assault and Defense Groups, and even more
\scholarly processes on the Klingon language--after all it has certain 
\advantages as an international language (or interplanetary :-? )
