I must have read this explanation a dozen times by now, or at least a quart=
er-dozen, but I still can't get the idea out of my head that this is an int=
entional slight against a lumpy dictator of some infamy.

AFAIK never used in canon.
(KGT 84f.):=C2=A0 In terms of texture, Klingon food may be {ngal} (chewy), =
{char} (slimy), or {tlher} (lumpy), all considered positive attributes (dep=
ending, of course, on the particular dish).
(KGT 92):=C2=A0 Finally, the way to prepare a common dish called {qompogh} =
is to mash ({tap}) a mixture of various types of {naH} (fruit, vegetable), =
with or without some animal matter, into a rather lumpy paste and then to l=
et it {rogh} (ferment).

PUN:
In the old U.S. TV series "Leave It to Beaver", the Beaver's (Jerry Mathers=
) big brother, Wally, had a friend named Clarence Rutherford, who was nickn=
amed "Lumpy". (Confirmed by Okrand at qep'a' SochDIch.)
