It does. I believe De'vID once pointed out a counterexample that was 
clearly perfect and not perfective, but I can't remember what it was.

But in most cases you simply can't say whether it's perfective or 
perfect, and in a few cases you can clearly see that it's perfective. 
Klingon has a pretty good track record on this.
