If you don=E2=80=99t trust your listener to know the difference by =
context, you can tweak the grammar to make it clear:

peghbogh nuH

=E2=80=9CThe weapon, which is secret=E2=80=9D means the same thing as =
=E2=80=9Cthe secret weapon=E2=80=9D, and it cannot possibly be =
misinterpreted as =E2=80=9Cthe weapon=E2=80=99s secret".

nuH peghna=E2=80=99

Any noun suffix can make this obviously =E2=80=9Cthe weapon=E2=80=99s =
secret=E2=80=9D, and in most cases, you can come up with an appropriate =
noun suffix to force this interpretation. It can=E2=80=99t be =
misinterpreted as =E2=80=9Cthe secret weapon=E2=80=9D.
