I believe you are both right, in that 'ejyo'waw' suggests a connection to Starfleet, and that not all starbases are space stations.
Three examples of known ground-based starbases:

Some starbases are located on planets and some are on space stations. IIRC in TOS Federation starbases were usually commanded by Starfleet commodores {totlh}.

I believe 'ejyo'waw' refers to a Federation/Starfleet Starbase ('ejyo' - Starfleet, waw' - military base), while tengchaH refers to any kind of space station.
