DNS reverse lookup problems

When my users try to connect to the server (telnet) there is a delay while
the server (arpwatch) attempts to do a reverse DNS lookup, which always
fails.
Is there a way that I can set up bind so that a certain range of IP
addresses will be listed as #.domain.com where # = the last octet of the IP
address? (So the "dynamic IPs" will reverse-lookup like most ISPs do.)
