Agreed, but Fred has no way of knowing what the real situation is; any
particular site admin often doesn't.  

That's the point of communicating with the ISP which owns the
originating addresses, and "tell don't sell"; if this is the only
"incident" that's ever reported with that user, then nothing will come
of it.  But if two or three other people send reports which end up
tracing back to the same person, then that person probably should get an
e-mail.  Not a black mark in their records, or a bong off of their
account, unless the situation warrants; just a polite reminder that
people don't appreciate having their systems dinked with.
