This will be a quickie response, just a guess, but I don't see anyplace
where you're telling mgetty to pass off control to another program.  I
think that mgetty has to call something like login if you want to start
a shell.  Although you don't mention wanting ppp, you might want to
check the ppp howto anyway because some of the examples there will be
close to what you want.
