Dial-in?

I've been trying to get dial-in service up and functioning
on my machine here (it's been upgraded to 5.2, and has had
the mgetty 1.1.14-5 RPM added, and that's about it.) I've
added this line to inittab:

7:2345:respawn:/sbin/mgetty -s 9600 /dev/ttyS0

I've told the modem (an external one) to pick up on the first
ring and the usual stuff, but I can't seem to actually get
the thing to log in correctly. You dial in, and you might
get a login: prompt, and once or twice you get the password
prompt, but it never does anything else. It sits there.
ps tells you that mgetty is doing " ? ", and after a bit,
the user gets tired of waiting and disconnects.

What am I doing wrong? What am I forgetting?
