No, PC's are insecure.  No OS can get round the hard-wired design of the PC
BIOS, which allows booting from drive A (although there is a DOS virus which
can lock up some CMOSes).  If you want to stop people from doing any damage
once they have used a boot-disk on your server then _encrypt_ your file
system.  The CFS package from Matt Blaze does just this.  You can get an RPM
or a kernel patch at www.relay.com
