I would say (tenativly) yes. However you will need to check the Net3-HOWTO
and kernel docs for more info on routing, and posibly the Firewall-HOWTO
would also help.
I have never done it but seeing as tolken ring cards are treated the same as
ethernet, a dual-homed box with both should work.

Yes.
As you will need to setup a firewall/router both cards will need seperate
IPs.
