That has always worked for me (fvwm-1.24r) -- it sounds like you are
using fvwm2 though. Are you sure it restarted? (All windows get
redrawn etc.) That should have given the window manager back control
of the focus. Does netscape redraw its windows when you restart fvwm
or does it just leave them blank?
