weird ip alias setup behavior in 5.2

When I setup an ip alias in 5.2, it does not bring up the broadcast
address for the alias, and it also adds a route for the ip of the alias
interface, rather then the network that ip is on.

For example I setup 192.168.0.254 for eth1:0, I then see

192.168.0.254   *      255.255.255.0   U     0      0 112319 eth1:0

rather then

192.168.0.0   *      255.255.255.0   U     0      0 112319 eth1:0

and ifconfig shows

eth1:0    Link encap:Ethernet  HWaddr 00:E0:29:24:87:AD
          inet addr:206.245.158.191  Mask:255.255.255.0
          UP RUNNING  MTU:1500  Metric:1
          RX packets:18050 errors:0 dropped:0 overruns:0
          TX packets:14 errors:0 dropped:0 overruns:0
