Read the keyboard howto (and other associated howtos) and go to
www.redhat.com/support and follow your nose from the FAQs to some excellent
sites that have many pages devoted to this topic.

You'll need to tweak your /etc/X11/XF86Config file to get it happening.
(Are you sure there aren't a whole bunch of rejected modelines in the
output of the server when it starts up?)

All the XF86-based drivers use /etc/X11/XF86Config as the config file.
