Dying Modem ???? Suggest a new one ?

Ok,
Can anyone suggest a nice external modem, 56K or 33.6, which linux will like,
(non-PNP) ??
Problem:
Recently in the past few weeks I've noticed slow, bad, poor modem performance 
from my Prac. Perf. 33.6K external modem.  I'm only connecting at 16.8K and 
getting 1.1-1.3K/sec download rate, even then it cuts in and out.  I get my
dad's lap top which has a 28.8K modem in it. After hooking it to the same phone
line which my PC is on, its getting 2.4-2.8K/sec on downloading the same file
from the same source, immadiately after the testing the external.  So, I hook
the external to COM1 of the laptop, same performance as on my PC.  After taking
the external apart, it looks alright.  Something hardware related, the phone 
line is fine.
So....
Is the external one just dying after a year and half of constant use?
Could it be a hardware problem at the PC?  Any suggestions?  This current PC
is one I put together and never really paid attention to the connection untill
now.
