It did put up lots of windows in Redhat5.1.  In 5.2 linuxconf is one window
-period.
And, you can select any task with one click.  No need to dig 3 levels deep.

It may not do everything, but it does a clean job of setting up ethernet,
ppp,
users, etc.    It is like night and day - 5.2 vs 5.1.    It's getting there
fast...
