Question on changing file locations due to upgrades.

I have upgraded my RH system repeatedly from RH 2.x on up. One continuing
problem I have is when RH changes the location of files. Example
/etc/sendmail.cf moving to /etc/mail/sendmail.cf, IIRC. This is a particular
problem when one saves /etc off some where to be able to reconstruct
configuration after the upgrade waxes your original setup.
Is there any documentation provided by/with RPM's that would help highlight
these kinds of structural changes?
Second question, since I am moving from 4.2 to 5.x at some point, will the
upgrade process install new glibc-based RPM's if they are at the same version
number as currently installed libc5 RPM's? I have upgraded my system with
errata and/or gotten SRPM's for many packages so they are at the same version
level as the current 5.2 release.
