Bad idea unless you're dead set on becoming a public warez repository.

A better solution would be to add all of your users (assuming you know
who they will be) to a new group named, say, "ftptrusted", and make
the incoming directory's group "ftptrusted" and mode 775 (rwxrwxr-x).
This will prevent anonymous FTP users (i.e. anybody in the world) from
dumping stuff in the incoming directory. The people with write
permissions will need to log in as themselves in order to upload
files.
