How do I take over reverse lookups?

I recently set up a DNS server and took over my domain for the nternet.
The ISP (Erols) who gave me the subclass C block is still mapping reverse
names.
How does DNS control who is in charge of the reverse lookups?

obviously when I am at my local site, my reverse name lookup file works,
but when I traceroute or login to another site, i get the stupid erols
names!
so my question is how do you assume "authority" for reverse lookups? (I
am, btw, the authority for forward lookups..)
did this make sense?
