PPP/dialup prblems (what the F happened?)

Ok,
Something a little odd happened today which, being a new user, with my
dialup/ppp. Once I figured out PPP, using the conreoll pannel, things
have been for the most part, smooth. PPP does its thing dirring the
boot process, then I log in and start doin my things.
Todaym the ISP did not answer and the connection timed out. After that
my modem was locked. /dev/modem was unaccessible by minicom and the 'TR'
light was flashing every 2 or 3 seconds. After a couple of reboots
nothing changed. After deleting the ppp config and reentering it, I was
able to dialout. Same things happened again, I did the same thing over,
and eventually the ISP answered abd life is good again :)
Basically, any reasons why my modem would lockup/flashing 'TR' light?
Is there a simple way to unlock and dialout to my other ISP ?
