ftp - read only access to a root.root file?

What should I change on chown or chmod to make the web transfer.log file
Apache is writing out available to an FTP user for read only (ie: we don't
want them deleting their transfer.log, but we do want them downloading it).

The user's are given their own unique user id, but use the common group id
500 as detailed in the Apache virtual server config document.

Right now the html-logs directory is owned by the user, and even though all
the files are root.root, the user can FTP in and do whatever they want to
the files.
