A good place to start is the Loadlin+Win95 mini-HOWTO (which also works for
Win98). You can get the mini-HOWTO at:

or a slightly more recent version at:

BTW, you don't need a boot disk to get to Linux from Win98. Just use loadlin
and you can boot to Linux right from the Win98 desktop. :-)
