Making the disks for redhat from the downloaded version of redhat

I just had an interesting coversation with a fellow i met in IRC chat on
dalnet (#linux). He said that i would have to buy redhat if i wanted the
disks that came with a 50 dollar version. I was wondering if there was a dos
based program that could make the disks? IS THERE? PLEASE HELP ME
