Well, any of these will actually work. We suggest the later though:

  rpm-2.1.2-1.i386.rpm, use my existing rpm to install that, then use that to 
  install rpm-2.2.7-1.i386.rpm ?

Nothing, you'll just need to use --nodeps when you install new packages
until you get a bunch of dependency aware packages installed (like the
new libc).
