yes. please read the rpm man page.

to uninstall use just the name. not the version and extension

rpm -e portmap

use the full name to install.

rpm -iVh portmap-4.0-8.i386.rpm

I don't know anything about portmap, but I'm sure you don't have to 
uninstall/reinstall to start it.
