Need help on 'rpm, portmap, and RPC'

Hi all,
I am running RedHat5.0 on a 486PC networked with a Toshiba notebook.
I have two related (I think) problems, and hope someone on the list
can give me a pointer.
1) I was doing an exercise in RPC (Remote Procedure Call). When I
tried to execute my avg_server (suppose to be the server) I got
an error message. Here is what happened:
$ avg_server &
Cannot register service: RPC: unable to receive; error =
Connection refused.
unable to register (AVERAGEPROG, AVERAGEVERS, upd),
Exit 1 avg_server
2) I then guessed the 'portmap' may not be running. So I tried to uninstall
and install the portmap. But I got two contradictory messages from rpm:
# rpm -e portmap-4.0-8.i386.rpm
Package portmap-4.0-8.i386.rpm is not installed
# rpm -i portmap-4.0-8.i386.rpm
Package portmap-4.0-8.i386.rpm is already installed
How can that be? Do I miss something obvious with the rpm?
I tried to search the RedHat-FAQ but could not find any answer. I also
tried RedHat mail-list which is not there any more!
I would be greatly appreciated if some one can give me a pointer as to
whats going on.
