getting the ppp connection up from my personal account

I am running RH5.1. I set up my PPP connection with the Xwindow
control-panel. I also set up my user accounts with control-panel. On my
account , I set the permissions to allow me to activate the network
connection. Now when I am in my personal account, control panel won't
let me load up the module that I use to initiate the connection, unless
I start control-panel as root. How do I do it from my own account?
I think I should be able to since I set those permissons.
