It is not file permissions problem. It is a configuration somewhere,
but it doesn't matter. Linuxconf handles it for you once you have
the upgrades.
Get all the RH5.1 upgrades installed. There are lots of security and
usability
improvements - its worth it.
Then use linuxconf and nothing more, to add a "ppp0" connection for your ISP.
Do not use a text editor, unless you want to see what linuxconf did to make it
work.
Check the box that linuxconf that allows users to start/stop the connection.
It will work fine - it did for me on 3 machines I set up.
Then a user can type /sbin/ifup ppp0 successfully.
