^ is the reason the command executed on Friday.(yesterday)
for Oct 9 I would have used:
0 19 9 10 * /etc/xxx
1 19 9 10 * /usr/bin/yyy
For every Friday in Oct:
0 19 * 10 5 /bin/whatever..
prompt% man 5 crontab

hour 0-23
day of month 0-31

day of week 0-7 (0 or 7 is Sun, or use names)
