This shouldn't be the case. What are the steps that you took to setup
quota? For me it works on the fly fine with on special configuration. I
just put a quota statment in /etc/fstab rebooted have touch quota.user

The system check quotas on boot up and switched them on and then when ever
I add a new user his quota is automatically set. What did you do to set-up
the quotas?
