Out of space on the root system!

I need help with my file system.  I use my Linux box primarily as a mail
forwarder into my network. Yesterday, someone sent a large file and
filled my root file system.  I've changed my sendmail.cf to allow a max
size of 1M but this doesn't solve the problem.  /usr has over 600M free
space. My root file system is at 99% capacity.

I see 2 alternatives, move /var/spool/mqueue onto my /usr partition and
create a symbolic link (for some reason, it wouldn't let me move this
directory); or I can reduce the /usr size and increase the / size.  Will
someone either give me a better alternative or tell me how to do one of
the above?
