I assume you have RedHat Linux 5.1.

The latest stable kernel source, for RedHat, is
kernel-source-2.0.35-2.i386.rpm.
It installs into /usr/src/linux-2.0.35 using the command

rpm -Uvh kernel-source-2.0.35-2.i386.rpm

Directions are in the /usr/src/linux-2.0.35/README.

Get an rpm, not a tar.gz. It is more predictable and manageable.

Try a mirror of Redhat, like ftp://ftp.lame.org
