Poke around in rc.local (somewhere under /etc, think rc.d) and see
how Red Hat handles the issues file. The issues file is what is written
when you login (I think this is true, not at my linux machine)

Edit /boot/message and include "MESSAGE=/boot/message" in lilo.conf
